Bob,
I ran into this also recently.
(1) set your RTC/hwclock to UTC.
(2) set your server wide local time zone to yours, make sure you do this
for the server and not just your local user.
(3) what's your output for timedatectl
(4) truncate the mythweb_sessions table,
