Simon,

I use a GT 1030 card on Ubuntu 22.04, Mythtv v33, and a NVIDIA 550.120 
driver.

I've found that NVDEC works best with HEVC formats and have experienced 
your playback issues with both MPEG2 and H264 formats (1920x1080).

So, in mythfrontend playback settings I made a profile that forces the 
use of VDPAU for mpeg2 and h264 formats, and NVDEC for HEVC:

Formats MPEG2VIDEO->VDPAU acceleration & OpenGL Hardware
Formats H264->VDPAU acceleration & OpenGL Hardware
Formats HEVC->NVIDIA NVDEC acceleration & OpenGL Hardware

Works solidly for me.
