No, but it would allow a compliant device (which mostly
means Windows Media Center or TiVo) to record it (and
sometimes a few of the otherwise non-protected channels
require it (in one client location the local PEG requires it)).

MythTV will not be able to directly record channels marked
with the word DRM via a CableCARD tuner.

Charter has at least two different STB interfaces, which
depend on location (they are moving towards one, but
there are still various legacy boxes around, and due to
supply chain issues, sometimes old boxes are handed
out rather than not having anything to hand out even in
locations that are supposed to only use the new ones).
In the longer term, Charter has partnered with Comcast
to use the Comcast "flex" boxen.  That does not help
you today.

Charter also has an app (for smart TVs, and TV boxes
such as the Apple TV and Roku, along with mobile
versions of the app for your phone/tablet) that along
with their cloud DVR works for some, but it is certainly
not the same as MythTV (or even the Comcast X1
boxen).  Many OTT/vMVPD choices, of course, exist.
And Channels (getchannels.com) offers the ability to
record TVE channels, which includes many (although
not all) of a providers channel content.

Analogue hole is using a provider(s) STB with component
(analogue) out to a device such as a HD-PVR which then
re-encodes the picture for recording.  The details are on
the MythTV wiki (and if you want to pursue that approach,
others on the list are doing so and are better able to
comment).
