Ah, just to reinforce the motto of "never overlook the basics" ...
The host had disk problems. So I've added the SSD I'd got for it, waited for md to build the array onto it, then failed the disk. Now I can run a db restore, and the upgrade process - and on SSD it's "quite a bit faster".

So making progress :-)
