Looking deeper into my command install, it looks like you're doing a
reinstall somehow.  The "Selecting previously unselected package mythweb."
line gave me that hint.  Here's my output log on the new mythweb install:

I'm not quite sure what to make of this other than to believe that there's
a difference in the 18.04 and 19.10 packaging system and there's probably a
packaging bug to be fixed in 18.04 that does not exist in 19.10.
