i would hold off going to ppa:mythbuntu/31 at present, there are still 
changes going into mythtv git master (from which 31 is being built at 
present).

I have just had a look at the latest build log on launchpad for Ubuntu 
18.04 Bionic

Mythnetvision is not building:

--mythroot=/<<PKGBUILDDIR>>/debian/tmp:/<<PKGBUILDDIR>>/debian/libmyth-python
minizip required to compile mythgame
MythNetvision requires the MythTV Python bindings (MythTV)
MythNetvision requires the Python pycurl library (pycurl)
MythNetvision requires the Python URL library 2 (urllib2)
Disabling MythNetvision due to missing dependencies.

Not particularly concerned about mythnetvision (I don't use it), it is 
the line:

MythNetvision requires the MythTV Python bindings (MythTV)

that troubles me as it could be Python bindings are not being 
built/installed, I could be wrong but I would not risk the upgrade on a 
production system at this time.
