FWIW, I don't have this problem. I've got a slave backend that's woken
by wake-on-lan in time to record prime time shows, and I don't have to
restart the mythbackend process on the slave to see the tuners. However,
my tuners are PCI cards (two Hauppauge HVR-1600 cards), and I'm guessing
yours are USB tuners. Maybe that's the difference?

FWIW, I'm running the same mythtv version as you, but on Ubuntu 18.04.
