The effective difference is that this setting applies to each and
every rule and that you through this setting can change pre-roll and
after-roll without having to change every single rule. You can here
also give for instance sports an extra after-roll. You could do this
and more in a template, but templates only apply to rules created
AFTER the creation/change of the rule. This is the only place to
collectively manage some rule behavior.
The only other way is through SQL strait onto the database, which in
general is not advised. 

Another difference is that this pre/after-roll always has the lowest
priority, while a pre/after-role inside a rule shares the priority of
that rule.
