You need to set the delivery system when you have a tuner that
supports different delivery systems and you want to use the one that
is not the first.
For instance, a MyGica T230 USB tuner can do DVB-T, DVB-T2 and
DVB-C/ANNEX_A. In mythtv v30 you can use this tuner only for DVB-T/T2.
Now that you can select the delivery system you can also use that
tuner for DVB-C. See also the description in ticket #13014.
