The only way you are gog to use hdhr quatro on multiple devices
including smart tv apps is to use 
https://github.com/garybuhrmaster/mythhdhrrecorder
which uses the hdhr api to allocate the tuners no matter what is asking
for a tuner. using the mythtv builtin capturedevice will allocate
static. for example if you set up tuner0 as a capture it will always
ask for that tuner. so if youare using a smart app that grabbed that
tuner, and myth tries to get a show there it will fail. using gary
buhrmaster's externalrecorder, myth will get the first available tuner.
so you would only get failure when all four are in use on somthing
else.
it looks like so far mostly you have been luckly. if you don't use non
myth applications then you would probably be ok. and also thesmart apps
would be able to pick up a tuner if myth is already using one, just not
the other way around.
