Yes, they do, that's what I put in the udev rules file 99-tuner.rules in 
/etc/udev/rules.d/

SUBSYSTEM=="video4linux", TAG+="systemd"
SUBSYSTEM=="dvb", TAG+="systemd"
SUBSYSTEM=="firewire", TAG+="systemd"

Did I miss something else ?
