I know that libva was one of the big changes in F28.  You can see all the
changes in F28 on their web pages.  Did you compile v29 in F28 or in some
earlier Fedora version?

Your program seems to be looking for the old version of the libva
library.   F27 had libva.so.1.xx, etc.
