The above error most frequently is seen when another instance
of the backend is running (as Mark mentioned.) And the commands
to check are perfect too.

Wonder if the backend is starting automatically before you did
the command line startup.

If you're using systemd, then: sudo systemctl stop mythtv-backend
would prevent an automatic startup. Replace stop with status also
checks if it's running.
