I just installed mythtv on my laptop yesterday to test some things and it
pulled in mariadb 10.2.10 which uses /run tmpfs for pid as well.  Have you
modified your system's /run tmpfs in any way?

mount|grep /run
tmpfs on /run type tmpfs (rw,nosuid,nodev,seclabel,mode=755)

If you manually create (mkdir -p /run/mariadb) the parent, will it start
afterward?  If so, there is an issue with the version of mysqld not
creating the parent directory on startup before writing it's pid.
