Check you mysql bind-address line.

I usually have to change it from localhost or 127.0.0.1 to 0.0.0.0 
(Listen on all addresses)

You can find it in

/etc/mysql/mysql.conf.d/mysqld.conf

If you have to change it, make sure to restart mysql
