It may seem counter-intuitive, but the backlight in TV itself can 
sometimes interfere with the operation of IR remote controls. This is 
particularly problematic with older CFL (pre-LED) backlights. It may be 
the case that the backlight is only interfering during a warm-up phase, 
which is why it stops doing so after 2 minutes.

The way to test this would be:

1. Turn on the frontend computer but leave the TV off.

2. Press up/down arrow or some other key on the remote that you know 
will make a visible change on the frontend.

4. Turn the TV on and see if the change happened.

If so, then it's most likely the TV's fault. See if the TV has any sort 
of "energy saving" mode that can be disabled, as that can cause the TV 
to rapidly flicker the backlight.
