[mythtv-users] Frequency scaling quit working with the upgrade to 16.04

nevermind.  Found cool'n'quiet buried under Advanced CPU Configuration in
BIOS.  Error message gone so rest is just figuring out the setup. Not sure
why it worked before the upgrade.
