I find that really odd too.  It is possible that it may be due to when
rc.local was run.  The change to systemd upsets the order in which
things happen at boot time - some things happen much earlier than
before, as systemd tries to start as much as possible in parallel.  I
would hope that there would be something in the logs to tell what went
wrong, but that does not always happen either.
