Looks like you are running something like beta of Ubuntu Bionic
You need to change the value in /etc/php/7.2/apache2/php.ini
By default it is commented out (; at front of line) ; max_input_vars =
1000 to say
max_input_vars = 30000
and then restart apache2
sudo systemctl restart apache2.service
It seems that the mythtv/packaging for mythweb has not yet been updated
to handle php/7.2 in Bionic.
This should put a file named 20-mythweb.ini in
/etc/php/7.2/apache2/conf.d/ but at present it puts it in
/etc/php/7.0/apache2/conf.d
Note that this has max_input_vars = 10000
