What distro?
Are you running wayland?
Tried xorg?

Essentially with the latest wayland / vaapi / libva that's in f26,
vaapi fails to initialize when using X based connections to wayland.
Unfortunately making it work is going to require adding wayland support.
The workaround is to use xorg rather than wayland :(
