I'm not sure if this will help but when I upgraded my frontend to
Mythbuntu 17.04, I had the repeating keys issue.
I first tried modifying the lircd-uinput.service forcing the button up
( --add-release-events) which changed the behavior from constant
repeat to double key press.
I then tried stopping lircd-uinput.service (systemd) and everything
became single button press events like before the upgrade.
I have disabled this service and rebooted multiple times and have not
had any problems since.
This might be one of the things moved into the newer kernel shipping
with 17.04 (4.10) which creates repeating conflicts with the
previously installed lircd-uinput service.
