I've experimented a little more and it turns out that all my archived 
material plays perfectly, and that isn't because it has a lower 
resolution or is progressive. A lot of my archived videos maintain the 
interlace and resolution. The videos may have a slightly lower bit rate 
and may avoid some of the more complicated x264 features. So it's UK 
broadcast material that the Mac Mini struggles with.

Also I can get smooth video playback of the broadcast material by 
setting the audio device to NULL, albeit silent of course.

Also works is setting the playback profile to Vdpau Slim, so whatever it 
finds difficult in the broadcast streams, it can handle providing it 
doesn't also have to use the advanced or temporal deinterlacers. Bob x2 
looks better than I'd expected, but that's halving the vertical 
resolution, right?!
