And this worked very nicely. The next time the problem occurred, I
discovered, "up" didn't work, as it thought it was already up. But
taking it down first, and then up again solved the problem, and
unplugging and plugging in the ethernet cable.

Still no idea what is causing it, and why I have the problem and other
people with RPis don't.
