Most surge arrestors will not make
any difference for a power outage (which
was the OPs statement).  Now, a full
fledged on-line UPS with diesel backup
and committed fuel contracts might have
delayed the inevitable, but that is a bit
overkill to protect a 6CC.

In this case, it is likely the power outage
simply pushed the power supply over the
edge, and it was already on life support.
(there is a higher power usage at startup,
and the usual failure cause results in higher
ripple, preventing startup from succeeding).
It likely would have failed soon anyway
(or started to result in various tuning or
stream artifacts).

Of course, this 6CC could have been the
one supply which does not have the usual
failure mode, but statistically, it is unlikely.
