No.

What any target will do can vary, but distclean is
typically (and in this case) used to clean the build
directly to a "pristine" state (in particular, removing
built configuration files), suitable to package and
ship the distribution.

One of the advantages of various packaging
systems is that they actually track specific
files, and removing the package will remove
all related files.  Mixing manual installation
and packaged variants of an app usually
ends poorly.
