I saw it too, but it is installing in a new slot so it leaves 5.6.30
installed. Through eselect you select which one you use. You then can
take your time to test while keeping everything running with 5.6. I
haven't tried jet though. 
However pre 5.6.30 is deprecated so you might have to upgrade your 5.6
instance to 5.6.30.
Possibly if you run `emerge --depclean --ask` it wants to unmerge 5.6
but in the text then it says how to block it. However as long as you
do not set (through eselect) 7.0 as the main version it shouldn't.
