I can tell you that the Intel graphics on the Pentium G4xxx and
later are pretty good for 1080P playback, and that a Radeon
RX460 can do 1080P source material rendered to a 4K screen very
smoothly. 

Previously an NVidia 8400GS provided decent 1080P playback for
me; I suspect that means that basically any NVidia card will do
so, these days.
