i think you can just set it as a parameter for the amdgpu module.
'modinfo amdgpu' shows a dpm parameter (1 on 0 off -1 auto) on this
module which is present in a laptop i have, so maybe try setting it in
your modprobe.d as a parameter setting or as a kernel option
