By, for example, assuming that doing asynchronous startup of processes 
is fine for all processes and that no processes have any dependencies on 
others, therefore requiring a mechanism to explicitly say that a process 
has prerequisites and to allow administrators to explicitly say to delay 
startup of a process(es) until those prerequisites are started.

But assuming that processes must be started in a specific order, unless 
the administrator says otherwise, is so 1960's...

(In other words, IMHO, "exactly what SystemD is intended for" is kind of 
a funny way of putting it since SystemD is what caused the problem that 
SystemD is then solving.  :)
