I'm jumping in here a little late but I had to write because I'm seeing 
the EXACT same thing as the OP Kevin.  And I believe most of the 
following is also like Kevin,
- this also started happening only recently
- it's happening to all 3 of my FEs
- all FEs are on a fully updated Ubuntu 16.04
- I update Myth .28 via the mythbuntu PPA
- all FEs have an Nvidia GPU
- all FEs are using some version of vdpau (lite, normal) depending the 
the FE
- the "sparkles" only occur on very dark areas of the screen
- live TV (haven't watched recordings yet)
- the "sparkled" areas occasionally reveal the blue from current theme 
MythCenter Info OSD "behind" the live TV

I haven't tried profiles because 2 of my FEs won't support anything 
other than vdpau lite.  Anyway, I was glad to see that someone else was 
validating my experience.  Apologies if this doesn't format correctly 
but I'm responding to the digest in order to catch up with the thread.
