VLC on the raspberry Pi with Linux Mate does not work. I don't know why
it is there. You can test video playback with omxplayer, which is a
command line program.

If your mythtv version is 0.27 or 0.28 you can download the
corresponding package from this site
https://github.com/bennettpeter/mythtv/releases
I recommend you use Raspbian Jessie. There are packages for Linux Mate
as well if you want to use that, but you will likely have better luck
with Jessie.

If you are on an older version than 0.27 you are out of luck. I
recommend you upgrade to 0.28. There is better raspberry pi support on 0.28.
