You almost definitely have some option selected that's preventing the 
rule from matching or recording.  You can get a screen shot of the 
MythWeb page to look at later.  Then, you should delete the rule and 
create it using mythfrontend (instead of MythWeb).  If that works, you 
can compare the rule with what you saw in the MythWeb screen shot to see 
what's different.  If not, you can link the screen shot and we can 
probably tell you what's happening.
