Did you install the MPEG2 license?

As far as I know, ATSC captions only work if you remove the MPEG2
license or select ffmpeg in the playback profile. (If you do that you
need to make sure the playback profile specifies 4 CPUs for decoding).
It works well without the MPEG2 license, even on Raspberry Pi 2.
