Geoff suggested the same solution but I wasn't able to find the
tables_cache=128 in his suggestion of my.sql (and I found four potential
locations).  

OK, I do have   /etc/mysql/mysql.conf.d/mysqld.cnf  -- drumroll, please!
There is a table_cache = 64 but is is commented out.  ...Well, may have
a clue: 

        # This replaces the startup script and checks MyISAM tables if
        needed
        # the first time they are touched
        myisam-recover-options  = BACKUP
        #max_connections        = 100
        #table_cache            = 64
        #thread_concurrency     = 10
        #

So implies there's a startup script somewhere.
