I replied on the XMLTV list, but I'll comment here as well.

Technically yes.  But as you can see above, SD sends Start and Duration.

If the duration took the leap second into account, and the system clock 
leaped as expected, all shows that were in progress and didn't end at 
UTC midnight would record an extra second.  That could have caused 
conflicts with starting shows.

By keeping the duration 2100 seconds, shows that end at UTC midnight 
would lose the "leap second".  Yes, that show would be cut short by a 
second, but I'm not sure how many broadcasters would take advantage of 
it for useful content anyway.  If you're concerned, I suggest you 
manually adjust the stop time.
