Dumb question: Did you check the directory itself?  On my machine, I see:
drwxr-x--- 2 mysql mysql 20480 Dec 12 10:43 /var/lib/mysql/mythconverg

If the owner got changed to root, mysqld would not have permissions
to create the replacement for the bad program table.  Your current
directory should not matter, since the work is getting done by mysqld
in its workspace.
