The shiny new 0.28 fully supports storage groups so depending on what 
you are trying to do you may not need to rescan.

For example you can now rip tracks from a CD on a remote frontend and 
they will be magically moved to the backend where you have your 'Music' 
storage group setup. Or if you want to use a third party ripper or you 
have bought tracks from an online source and you want to move them to 
the backend you can use the 'Import' option in the frontend to do that. 
In both cases there is no need to rescan since all frontends will 
automatically update themselves.
