MPEG2 works fine with Raspberry Pi (you have to pay $2 for the MPEG-2
license). All of the programs are broadcast here in mpeg2
(Massachusetts). I do not know about 4K, I have only tried up to 1920*1080.

Regarding Android - The Kodi setup was a bit of a challenge. I had to
compile Kodi and the myth pvr plugin because the versions available in
repositories were not right. For Android I have no idea of how to do
that and I have never tried "rooting" a machine. On the Raspberry pi
Linux I am able to use some of the scripts I have been using already for
the mythtv setups. Maybe Linux is easier for me just because I am
familiar with it, and it is the same OS as mythtv itself.
