Absolutely, but one would hope they learned(*) the lesson from
(around 2009?) and the BBC(**) that lowering bitrates(***) make
some people very unhappy, and get people up in arms about
having something taken away from them.  Better to start just a
bit better than today, and leave it there.



(*) Those that forget history are doomed to repeat it.

(**) They are not the only ones to play bitrate games, I just
recall that being a BIG thing at the time on that side of the
pond.

(***) Proper VBR utilization can address/mitigate most of
the lower target rates, but can become problematic to
multiplex.
