Agreed, you are fighting the last war's battles.  All the cool "big boys" have
plans (in some markets starting by end of year) to moving to CCAP and IP
distribution with separable security.  You need to be planning to deal with
that (the FCC is currently working to prepare the requirements there):

The "goals" sound reasonable ("not unduly burden" [what does unduly mean
here?]), but the devil is in the details.  The goal of the process is the define
the future for all content distribution (cable, satellite, internet).  One can
(and should) read the existing working group materials, but as with most
beltway working groups, the real work is still behind closed doors (the
current work product is essentially just a review of what is out there, as if
anyone in the industry does not already know, but it covers their butts
when someone claims "but did you consider <this>").  It is expected that
the results will eventually lead to a nprm public comment period.
