If you want to make a difference, go to each and every meeting
of your city cable franchise meetings and stand up and insist
that future contracts require copy_freely.  There are (almost
always) "open mic" sessions.  Never miss one.  Get a dozen
people to stand up in line behind you voicing support.  Every
time.  That will be heard.  Contracts matter.  Get an absolute
commitment that it will be in the next contract or the city will
not sign it.  Get it in writing or keep coming back every single
meeting.  And then when renewal time is starting up, do it all
again to make sure that the (current) members of the commission
follow the previous commitments.

That is more than a letter.  That is real time commitment of
many hours every month for not only you, but the others.  And
it can actually make a difference.  But only if you really are
willing to commit.

Btw, if you are the only one in line every time, you will
(unofficially) get the title of "that crazy".  Every commission
has the open mic crazy.  You need a movement, and not be
dismissed as "the crazy".
