It is a rare (first level) CSR that understands the engineering at that level,
although the better ones know enough to refer you to someone who
does.  And there is always the magic word to escalate to someone

And the answer is no, this is a headend engineering issue.  The
CSRs that you talk to have no way to configure that equipment.
With FIOS, it probably means one of their two Super HeadEnds,
although it might be at one of their regional Video Hub Offices.

If you cannot make progress, you may want to try the Verizon Direct
forums.  There are claims you get a slightly more technical level of
support there (of course, as always, your experience will vary).
