I added a comment and suggested workaround for the 'mythical bookmark'
issue to ticket #11713, but have since realised that a closed ticket may
not get much attention.
But I question the underlying concept. I define a pre-roll only because
the scheduled start times are often inaccurate, certainly with the
keyframe-or-better resolution that I use when cutting. So why try to
re-impose them on playback? It needs an opt-out.
