Fortunately, not only is the problem well understood, there
are reasonably well documented and tested solutions to
anyone using a modern init system.  Read the comments
on the MythTV WikI about the Wants and After stanzas
for the backend.service file.

If you are not running a modern init system, consider
upgrading, or add it to your list of things to look forward
to when you do upgrade.
