There's a difference between noticing and actually complaining. It's clear from various lists/forums that people do notice carp quality (see some of the "criticisms" of DAB for example). But few of those will think it's worth complaining.

That's why I keep telling people (about various things) - if there's something wrong, says something about it. It may not actually cause any change, but each complaint makes it harder for <whoever> to just take the attitude that "if no-one complains then there's nothing wrong".
