I believe the current answer is "When you have written and contributed it" :-)

There is nothing wrong with adding HEVC support to the wishlist/feature
request list on the forum, but one should understand that the list is not
a priority list, it is just a list.  People who contribute to MythTV work on
what interests them (at the moment), and as of right now, I have seen
no great interest expressed by anyone for making all the changes
needed for HEVC (probably because there is a dearth of actual
interesting content, and the hardware support is very limited at this
time).  As with all such capabilities, that will eventually change,
so perhaps when the BBC remasters "The Planet" into "Ultra" 4K and
people expect to be able to walk up to their 80" OLED and see the
dust on the hummingbird's wings someone will jump into the fray.
