I am going to reference people to a ticket response
about a month ago.  While the wording may not be
perfect, I believe it covers the essentials (and blame
me for the bad wording, not the devs).

Note an important point made was that if no one commits
to updating MythWeb for the 0.28 changes (and no one
has to this point), only the WebFrontend may be part of
the release (with MythWeb failing spectacularly if one
tries to run the old code with the new database formats).
