Multirec already preferentially assigns recordings to tuners that have 
already been locked to a specific mux.  The only way this isn't true is 
if you're using an old version of MythTV (prior to the existence of 
schedule and Live TV order) and you've purposefully broken the scheduler 
to prioritize Live TV over recordings and did so in the wrong way (i.e. 
you've done something wrong like "alternating tuners" -- see 
http://www.gossamer-threads.com/lists/mythtv/users/489306#489306 ).

There is no soft padding available, but if you use "hard" padding (i.e. 
actually include the padding in the recording rule so the scheduler can 
account for it), it will take advantage of this fact and you can get 
your overlap for "free".
