You should not need to use V.Fill except on badly encoded videos.
Needing it on normal recordings (ATSC? Cable?) is a sign of something
wrong as normal recordings should be the right aspect ratio.  Only
needing to change the vertical size is very odd.

That sounds like a bug that needs to be reported.
