This would work, but as Philip mentioned, there's no need for a power 
rule, here.  Just create a search rule.

In the frontend (assuming you're using the default menu theme), select 
Manage Recordings|Schedule Recordings|Search Words|Titles, then type in 
"State of Affairs", then hit Record and set any desired parameters for 
the recording rule.
